3) Create
* Draft designs and text
* Beta development (for interactive projects, draft programming is now in place)
* Final development, reflecting revisions and refinements
* Final approval, go live

4) Measure and Adjust
* Track phone calls, website impressions, offer redemptions, and ultimately sales generated by different promotional efforts
